1.1 This standard defines the five-tier classification system used across all Council documentation, communications, and physical assets. Classification is determined by ontological risk, not informational sensitivity.
1.2 All personnel must complete Classification Competency Training before accessing AMBER-level or higher materials. Failure to apply correct classification is a reportable procedural violation.

3.1 No document may be downgraded without written authorization from the Archivist Directorate. Automatic declassification does not exist.
3.2 VOID-classified material is never declassified. If ontological risk diminishes, the document is reclassified as CRIMSON with full redaction of hazardous content.
3.3 OMEGA documents may be reclassified to CRIMSON only upon unanimous Consensus vote and verification that systemic risk has been neutralized.
4.1 All documents must display classification level in the header banner and footer metadata block. Digital files must embed classification in file properties and authentication hash.
4.2 Physical copies must bear stamped classification on first and last pages. Unclassified drafts must be marked "DRAFT / NOT FOR DISTRIBUTION" until formally classified.
4.3 Misclassification discovered post-distribution requires immediate recall and reissuance under correct designation. Original misclassified copies must be destroyed.
This standard is mandatory for all Council personnel, contracted specialists, and affiliated entities. Violations are subject to disciplinary action per Connector Operational Handbook Section 7.3.
